My Friend worked in that bank and the answered reflected his reply.
BRAC bank has no branch of its own in Canadian soil like Standard Chartered, HSBC, CITI NA etc.
what they have is a bank account with any of the Canadian banks, like Bank of Montreal, Scotiabank, The Royal Bank, CIBC, TD (canada Trust). When someone like RPN goes to BRAC Bank in Dhaka, they give you two things, one for the info about the money to be sent and another is the remittance permission form for BD Central Bank. So upon filling up those forms BRAC bank issue a DD and an order is requested to their bank in Canada where they have an account, money is debited from there. I personally dont see anything wrong has been done when the DD was made from BRac bank.

No matter how state of the art SWIFT you use, money cant leave BD for its strict money laundering and outbound remittance policy- that is the possible permission of BD Central Bank. As I said earlier, sometimes they block it if suspicion is detected even after the money has left BD.

I personally have seen during my attachment with banking industry that many of the such DD's have been refused by the BD Central bank for fraudulent and money laundering suspicion.

Bangladeshi Banks (BRAC/IFIC and many more) may not have branch in Canada but they do have correspondence relationship with canadian banks. As I said earlier, these Banagladeshi Banks can issue DD for certain permissible (by BB) purpose.I myself paid my CIC fees through IFIC Bank DD. They do have relationship witth HSBC Canada.

Go and consult with Bangladesh Bank people and then argue.

Your friend is in bank and I myself is in bank. So there is slight difference.Moreover everybody who is in bank may not know everything if he does not know how a bank functions.I feel pity for the bank for which your friend is working because of his poor knowledge.
 
Is fraction value (i.e. 6.5) available in IELTS speaking part in Bangladesh? I need 14 in language. SO guess 6.5 in each except listening.....7.5 in listening is very hard!!!

Is HSC, SSc certificate/mark sheets mandatory to submit to Singapore Visa Office. Will be it ok if I only submit my graduation certificates.

Can anybody suggest me how long should I keep the money in my account before and after for showing the bank balance.

I've got my AOR on March 23, 2010. So can anybody tell me any changes in rules on Apr 10 will affect my application.

you must submit those ( SSC HSC O and A Levels) in Notarized form.
for Bachelors and above you have to submit Original Transcripts and duplicate copies of your certificates ( all in sealed envelopes of your Uni).
There is no such time period, but the money must be transferable to Canada when CIC asks you to do so.
and this money must be kept in bank until the whole process is done, recently there has been some cases where CIC asked for Job reference, bank certificates, even after the medical has been done.

So its always good to keep things on the go.

By the grace of Almighty 29th March my DHL courier reached CIO. But DHL online tracking system shows Shipment delivered to Halifax, Canada instead of Sydney,Canada.

Is it ok or they made wrong delivery? Please seniors assure me. I am very worried.
