Finally I'm getting my notes which was generated on Feb-19 it appears. Interesting to see some details on Eligibility.

My case's AoR is Dec-2, 2020 with EE-PNP-O. On the notes it stated my file was transferred from CIO to HKVO due to "workload redistribution" on Jan-28. So my guess is some preliminary check was done at CIO already with above notes, while the rest will be verified at HKVO. Need some expert opinions on this! Thank you!
If a request for the notes has been made the federal agency is obligated to release the notes. There are cases where the delay is even beyond the extension time frame but it is very rare. As per IRCC's 2019-2020 ATIP report, 49% of all requests were delayed, and 6% took longer than 120 days to be released.

Most records are disposed off 2 years after the last administration action pursuant to IRCC's policy regarding retention and disposal of information
Relevant when requesting supporting documents
Depending on the application, visa office and method of submission, some applications are uploaded into IRCC's system and IRCC therefore may have access to these records beyond the 2 years
Sorry, I don't understand the question. I am outside Canada and I ordered the notes from a third party. My last communication with them was that IRCC has extended my order by 90 days. But it's 120 now and still no notes.
Can I do anything about it. Maybe request the third party to follow up?

Who ever requested your notes can follow up with IRCC, which is an informal process, or they can file a complaint with the Office of the Information Commissioner. See https://www.oic-ci.gc.ca/en/submitting-complaint

Hi. If it's been > 120 days (i.e. 30 + 90 day extension) then yes contact the 3rd party you used and request them to contact IRCC about your request if they haven't already.
You would have been given an exact due date as well when you were notified of the 90 day extension? If your file is not sent by IRCC by that due date or at most due date +1 then your file is in what's called "deemed refusal" status.
Deemed refusal is defined as: Not having received the requested information after the time limits as set out in the Access to Information Act and Privacy Act.
Hi @legalfalcon and @caipsnotes, I got my GCMS notes today. Page 2 says eligibility passed but the notes at the end show “ready to finalize” by case processing agent and no “officer review” stamp. This was last updated on 11 January 2021. Notes are as of 26 Feb 2021. Is it possible for an officer to not have picked up file for eligibility review for close to 2 months? And until officer concludes eligibility security will also not start? Thanks

Such administrative delays are very common. There are applications that have been untouched for months.
The security is initiated after the eligibility is passed. In some cases, even when eligibility is conclusively passed by an officer the security has not been initiated and is pending.
Security only starts after it is initiated by IRCC. A security screening request is a message transmitted to National Security Screening Division (NSSD) and screening partners.
If you are an inland applicant, then you may only be subject to a record check, which is a fairly quick process as compared to comprehensive screening, which takes longer.
