It IS your mistake. It doesn't matter who completed your application for you. YOU are responsible for making sure the information in your application is accurate and there are any errors then you are held responsible. This is how CIC views it. You can't blame a travel agent or representative.
You can certainly reapply. That's your choice. With four refusals I think the chances of an approval are very low. But there's nothing stopping you from trying.

(Doesn't matter if you reply your case with a letter - it will just be your 5th refusal.
You said you had non previous refusals - actually you've been refused 4 times by Canada

Dear I had non refusals another countrys Like ( UK/SHENGEN, NZ/AUSTRALIA, SE ASIA/CHINA. but i already mentioned 3 refusals regarding canada in application form. should I reply my application seniors ?
On another thread - it was mentioned that his USA Visa application was refused as well - which lead to his most recent refusal as the VO stated that he didn't disclose this information to CIC in the section where they asked if he has previously been refused before
