I am a graduated international student. I currently live and work in Ottawa and I need advice on which program to apply for PR under.
I can apply under CEC as of this coming November, but my other option is to apply now under PNP Ontario, International student with job offer (just asked my employer to apply for their position approval).
Which would you recommend? Which would be faster? Wait to apply under CEC or start on PNP now?

The thing with immigration is that any program could change or be cancelled at any point in time without any prior notice of warning. There's nothing stopping your from applying for CEC as well when you are eligible if the program is still in place.

It includes only the PR processing at Ottawa. Your nomination + employer approval will take few more extra months.
You can apply for both PNP and CEC. My advice is to start your PNP process and after 1 year of work experience you can apply for CEC too. Note that you would have to pay fees for both.
If I am not mistaken you can start the process of OPNP as soon as possible, since you do not require any work experience.

I was in the same boat and applied for OPNP on January 2013. It took forever to get my nomination and I applied for CEC in November 2013. Finally got my nomination in February 2014, but already received my PPR request for the CEC application. The PNP process can have unexpected delays, so keep that in mind.
I shall start my O-PNP process now, if things go well, and I get my nomination to apply for PR before November then I will continue with it. If not, then I will start on my CEC once I am eligible in November.
