For you to qualify to submit your application, you must score 49 points. Now what you are getting is 37 points.
1.Take IELTS exam and score at least band 8 for listening and band 7.5 for speaking. This will fetch you 6 points. That is the highest you can get for English.
2.Learn French and also take the exam.Depending on your level, the highest point for French is 16 points.Your tes result will determine how many points you will get.
3. If your certificate was gotten in the last 5 years, you may get 6-12 more points for it.
All these will help you make up your points to the minimum(49) so you can submit the application for CSQ but you must score 6 more points during interview in order to be eligible for the CSQ.The 6 points will make up your point to 55 as a single applicant.
4.Getting the CSQ may take more than 1 year if your occupation is not in demand. After this you can now use you CSQ to apply for the federal part (PR).This takes lesser time, depending on your VO.
So I recommend you learn French, take the exam and submit your application with the test result form.
