Advice about whether PNP or Express Entry

Hi All,

My and my wife IELTS scores are as below.

My scores
L - 8.5
R - 7.5
W - 7.5
S - 6.5

My Wife Scores
L - 9
R - 7.5
W - 7
S - 7

I am sure that we won't be eligible for Express entry(Age:36) so I was wondering if someone provide any pointers to seek which PNP and whoshould be the primary applicant(Mostly my wife??).

Or should I write IELTS one more time? Thank you in advance for your time and help.
