Admission in Post Grad Programs for PR holders

I wish to study in a Masters program from alberta univ... my cpga is 2.32/4.00 in bachelors and my masters 3.06/4.00.... my application as international student was rejected.. should i apply again after i get my PR as a permanent Resident ? do they have reserved seats for PRs and Citizens ??

Some schools have quotas reserved for canadian students.
Some school put caps on international students.

There is no such reserved seat for PR/Citizens. Its all open except for some trades/apprenticeship programs which are available only for PR/Citizens.
