Yes, they do. Please refer to the address listed in your application guide. All applications are sent to Mississauga first. The CIC then forward's the principal applicant's portion (after the sponsor is approved) to the foreign visa office themselves.

Thanks for the confirmation. I at least don't want to make any mistakes. One more idea though, would you see any issue if as a sponsored chinese citizen probably being verified through the Canadian office in China, if we decide to stay in Thailand for the waiting period? It gets a little confusing... thanks for your inputs
