Our PR application is currently in process, the portal shows 90% completion.
We had our first kid 25 days ago in US and reached out to IRCC to add her to our existing application.
They sent us details of fees and forms to fill out to do the same. I have paid the $225 fees online. IRCC has given us till Jul 23 to send all details for our newborn including passport details. We have applied for passport for our newborn, but due to Covid we might not get it for 6-8 weeks.
Can we send all other details to IRCC and go ahead with the application? or should we reach out to IRCC and ask for some more time till we get her passport ?
Has anyone been in this situation ?

You need the passport. The percentage completion doesn't necessary reflect reality. Percentage completion reflects typical processing. With covid it hasn't been typical. Just warning you. Send a webform asking for an extension to get the passport.

You will need the passport. IRCC will extend the deadline if you ask them. Wait till around July 17 (4-5 business days before the 23rd), and if you don't have the passport by then, use the webform to ask for an extension.
Make sure to upload some proof that you applied (a receipt will do), and you shouldn't have any issues getting an extension.
