Activating COPR and leaving

I received my COPR letter, but it is only valid for a short time. I'm not ready to move yet. Can I fly to Canada, activate the COPR, then leave and return to Canada when ready? Are the border agents ok with this generally? What is the process for activating COPR when there? Thanks
