if he applies for study permit, and he wants his mum to accompany her, is that possible?

Generally not possible.
The mother can apply for a TRV but there is no guarantee it will be approved. If approved, the TRV will allow her to visit Canada temporarily for a short period of time but not live here. While in Canada as a visitor, the mother will not be allowed to work and will not be covered by Canada's health care program.
For the study permit for the minor to be approved, a guardian in Canada will need to be found. This can't be the mother. If the child does not travel to Canada without a parent to do their bachelors I would suggest they do a post grad degree.  Students studying at university in Canada are  usually considered independent enough to study without a parent.
