Takes the same time as the wait on a study permit application, most of the cases get settled without hearing at the court. Over 90% chances of study permit getting approved if the applications get reopened. Its a chance and risk is always there, either give up Canada altogether or spare some money and go for a JR.

I cannot go for JR directly. Need to reapply 3rd time and if refused going thinking whether it would be worthwhile to go for JR.
I am planning to go through a Canadian Immigration Consultant, Fees is too high CAD.4500/-

4,500 for a study permit is very high. JR will cost you 5-6k, go for a JR. Look for a lawyer on Google reviews.

First time I applied on my own, 2nd through a consultant from Dubai, unfortunately he was not registered. Now was planning to go with a Consultant in Canada

Do reapplication on your own, save money on a study permit application through a consultant if money is a concern. Then if refused spend that money on a JR. If you can afford then use a law firm to file your application for a study permit, not a consultant.
