I raised a webform and they just got back to me with a copy pasted response:

Unfortunately due to the outbreak of COVID-19, IRCC processing times and the response to client enquires has been significantly impacted. This is due to circumstances beyond our control.
We appreciate your patience and we will contact you with the next step in due time.
I got this same response from them although my eligibility review has started on Feb 14. how my application is in queue while they are reviewing my eligibility???
and why they put our applications in queue while they are processing those who applied later after we applied, they should be in queue after us!!!!

Exactly! I find this entire process extremely unorganised. The worst part of all is to wait for 3-4 months only to get a refusal. My friend got his PPR in 7 weeks and i noticed that his application number is lower than mine although he applied 2 weeks after me.

So when we applied in Feb ... The initial processing time was 19 weeks I think... And then it started decreasing like for people who applied in March and so on...!! Do you guys think that maybe Feb applications would take 15-19 weeks maybe ? @sal2021@studentpermitcomeon

I have no idea bro, I'm very confused.
The common sense is that the earlier you apply, the sooner you get response.
Why they would process March applications before Feb ones, that doesn't make any sense.
The processing time tool indicates the average historic time of processing applications in the past.

This is a million dollar question. I never thought applying early would be an issue. These timeline are based on past stats and covid has completely skewed the data. Since the covid situation has lasted a year, I would have thought the process would be streamlined by now.
I received my gcms notes today after 30 days of waiting. Below is what they contain:
