As I see, In Abudhabi refusals comes along with the BVL. So, if you only receive the BVL, it means you will get PPR in the next 11 days?

I can think of three reasons why this could be happening:

1) Your intake is not for fall therefore they are processing fall students applications first
2) Your application is complex therefore simpler applications are being processed and completed before yours
3) Application Centers may have shared the workload of applications with application centers in other regions to reduce their workload. Therefore maybe some application centers process applications faster than others. I am only suspecting this because they have a unified time for all regions in the "check processing time" page on the ircc website which is right now at an average of 8 weeks.

Yeah, that's definitely weird then. You should probably try contacting the application center.

Maximum wait is about 2 month. Because they mentioned that they will be giving decisions by 15 August if you applied before 15 may. As I seen in this forum, if an application takes too long, probably it’s an approval.

You don’t have to. Just mention in your SOP if you want to explain further why you chose the said university even though you had options. How do you think that will help your cause?
