There were some issues between them like we can say domestic violence issues. She was sponsored spouse . She came here in canada in august 2017 . Her first husband got died . I am also in canada onstudent visa . So my question is that can she apply for my permanent residency or not ?

If she obtained her PR status through spousal sponsorship and landed in Canada and became a PR in 2017 - then she has to wait five years from that date before she will be able to sponsor you for PR. So she will qualify to sponsor you sometime in 2022.
