About changing program outside Canada

Hi all,
I have a question regarding changing the program from Ph.D. to MSc when I started my Ph.D. program outside Canada.
I started my Ph.D. program outside Canada in winter 2021 remotely. I have a valid student visa, but I did not enter Canada yet. So, I do not have a study permit.
Now, I want to change my program from Ph.D. to MSc because my supervisor recommended getting a Master's degree first. The DLI will not be changed. My question is that what should I do when I want to enter Canada? Should I submit a web form or something like that? or not?

Since it’s the same DLI, I think a Webform would do fine

Thank you for your answer.
I asked this question from the university's international office, and they said that I do not need to do anything about that. I should show my new acceptance letter to the border officer.
