I have a question. One of my friend has 99 weeks of canadian work experience with hours way more than 1560 hrs + 1560 hrs = 3120 hrs. Must be close to 5500 hrs. Would his experience be considered as 2 yrs or just one year becuz he is short by 5 weeks to make it total of 104 weeks (2 x 52 weeks)?. His profile gives him points for 2 yrs

Nothing over the 30th hour (for full time) or 15th hour (for part time) is considered by the EE system; that said, the visa officer who processes the information may take the additional hours into account.
52 weeks or 365 days amounts to the same thing. The week is used more often because CIC defines full-time work experience to be at least 30 hours/week.

At the end of the day each application is taken on its own merits and at the decretion of the VO involved. Other factors may be taken into consideration. No application is cut and dry...
CIC state in the above link it is calculated in months, as does their wizard, and like I said above, each case is unique and other factors may be taken into consideration.

I am aware of that members' friend's case, but that is one incident...other questions would have to be asked, what category was she under? How many hours did she work in the year? Did she take annual leave?
Going back to my original point; each case is unique and is not so cut and dry with a simple yes or no.
