My CRS score is 464, so I'm hoping to get an ITA soon
However, I am a UK resident , my husband is currently doing a 1year course in Canada( international student)
So I have an open work permit. But I'm unsure if I need to get a UK police certificate as I have been sharing my time between UK and Canada for the last 6months.
If you have an eligible profile in the pool with a CRS score greater than the cutoff and you are eligible for whichever immigration stream the draw is from, you receive an ITA.
Having random draws makes absolutely no sense whatsoever and goes completely against the idea of Express Entry, why would they want a lower-scoring applicant instead of a higher-scoring one?
It's been explained multiple times both in this forum and on CIC's site.
I havent seen anywhere the expressly states they wont draw number via NOC codes though. Everything I have seen has said it is at the direction of the minister of immigration... so he could direct CIC to only invite level A Noc codes or the like

1. (1) For the purposes of paragraph 10.2(1)(b) of the Immigration and Refugee Protection Act, the number of invitations that may be issued during the period beginning on March 27, 2015 and ending on March 28, 2015 is 1,637.
