Does anyone knows if someone can apply for open work permit in Canada while on visitor visa if the person have a job offer?

No you wouldn't qualify for an OWP. The employer would have to apply for an LMIA and then you could apply for a closed work permit. Process tsles around 6 months with no guarantees.
