So your assessed score is quite realistic - too bad it could be of a person far more qualified, skilled and desperately needed in Canada.
Relax guys - scores are going down at a pace that would soon let PGWP holders in as well.
In the mean time, you are free to criticize Canada for your PERCEIVED weird policies

and those with ITAs could smile and are happy about saving money and hassle of getting ECA or IELTS for spouse or any of weird requirements which they didn't go through since those were not needed.

One more thing that most people are missing is that several of LMIA/LMO holders who are already in Canada might not have applied right away in the initial draws. Some body was waiting to complete a year so they could use CEC route instead of a lot of hassle of documentation for FSW. For others there could be several reasons.
Not necessarily these are new LMIAs.
At the moment, it is pretty hard and time consuming to get one. Even exceptionally skilled ones with employers on their toes to get people are easily taking 3 months to approve LMIAs.
It is safe to assume - these draws will always contain at least some number of LMIA holders. Those could be 10 - could be 50 (once the scores get low enough). But there would always be people who were not in the process earlier. So it is wrong to assume all chosen in one draw were newly granted LMIAs. There is no evidence to provide any insight into those figures.
