She flew even I didn’t have my ECOPR but CBSA officer took her passport and ECOPR at the airport and asked for applicant ECOPR. As I didn’t have my ECOPR they asked me to come collect the passport when I receive my ECOPR. I received my ECOPR on 3Dec I went back to CBSA officer and they released her passport.

Yes but I suppose it's different for the outland applicants as they do need a PR visa sticker stamped on their passport in order to travel via plane. So, they might have let her enter but didn't complete the landing procedure until the principal applicant got his eCoPR! Again, just an assumption from my viewpoint!
Spouse can enter as she has onetime entry visa to Canada. Once she is landed, they will put a cross on that visa and they will apply for PR card form airport, and it takes 2-3 month to arrive that's what I was told by CBSA officer
