Because they took the french administration style (the worst) and they have to deal with more files due to their specific immigration programs.
A lot of people are saying they are completely unorganized and don't really care about applicants (they want to protect their province, so they take their time)

Still waiting from Sept 13. So very frustrating. Generic or no replies from the IRCC. I feel like the federal government needs to be prodded or embarrassed to take action to fix this. Taking over 2 months to verify an address is far beyond what’s acceptable. I know too there are many others for whom it’s taking the same amount of time or even longer. Hopefully we will all get it soon.

I am also waiting since sept 16 when i declared in canada presense, uploaded address and photo
