VO is Montreal and principal Applicant is inland and yet to receive e-COPR since Sept 6 after uploading photo and address.
The dependents submitted passports at IRCC Accra since 25th August for stamping and is yet to be processed.
Is it possible that it is the pending e-COPR of the principal Applicant that is holding the dependents passports from being processed? Your response is highly solicited.

Yes. I called IRCC regarding that and they said that the principal applicant should have received his/her ECOPR first before they will start to process/stamp the passports of his/her dependents.

Almost a month after uploading the photo and still waiting , reading the comments it seems that Montreal is taking its time to issue the ecopr.
Please I need the contact and guide to call IRCC Accra for my passport that I submitted for stamping since 18th August. The principal Applicant has received E-COPR yesterday.

GU1: Final decision - 8 October, 2023: Your application is in progress. We will send you a message once the final decision has been made.
GU2: Review of eligibility - October 20, 2023: Your eligibility has been reviewed. Your application was approved. We mailed your permanent resident card to you. Your card can take up to six weeks to arrive.
