This is false, you only need to have intention to LIVE outside Quebec, that means that you are allowed to work anywhere in Canada (ex. reside in Ottawa and working in Gatineau QC), even you can apply for PR from Quebec, but then they will ask you to prove that you will reside outside Quebec, for example lease agreement .
I am just so tensed. I got my PCC on May 8th, I submitted my application on May 6th with an LOE. I can't find the option to submit the same to TR to PR on the web form.

An LOE will suffice for now till you receive an AOR. IRCC are fully aware that not all documents were available at the time of application. And also they are aware that the Pandemic has contributed to delays

With PR processing, patience is so very important. The more one thinks about it the more stressed they become. I submitted my PR application, PNP Paper-Based in June 2020, received my AOR in January 2021 and I am still waiting. IRCC has given me a completion date of March 2022 which is within the paper-based processing time from date of AR. For me, what became important is that I submitted correct documents and that my application is in process. Imagine how many other TR are in the same boat, having to meet much more stringent conditions to be eligible, applying and now waiting. Be grateful, at least IRCC has given an opportunity to so many TRs who were not eligible for other programs. You have applied, now patiently wait.

Just wondering if Uber drivers who are happened to be self-employed can apply for this stream, as there is a NOC # for courier, deliveries, and taxi drivers,
