Yup! Just wait until you have about 4 months left on your work permit and then you can apply for your BOWP. However, note that you have to prove to CIC that you will still continue to work for your existing employer, because a BOWP is an open work permit that allows you to work for any employer in Canada. I presume you are on a LMO based work permit now?
I suggest you make your case by writing a letter and submitting supporting documents.

Hi , I am gonna apply for my FSW soon, still waiting for LMO at the moment, but i have some question,
- Which visa office should I choose, i saw some post say that New Delhi will be the fastest, is it true, because like everybody else, i would like this process to be as fast as possible. (I currently live in Canada now)
- What is the process for me if I am already at Canada when my application got approved. Does they send me the PR card, or I have to apply for that.
- My wife is not in Canada right now, and she will be included with my application, so can i apply the PR card for her, then bring it back to her or PR will be issued at the border when she comes in

As far i know FSW2 is time bounded. It is till 30 April, that's why most of us were little bit scared when our files were returned coz limited time is left.
LMO is going on side by side, why don't u start collecting other documents meanwhile, which you think can take time. Like PCC, credential report(if u have not studied in canada). Birth certificate (if it is not in English then you need a translation), IELTS result, work experience letter(s), most important read the instruction guide which is provided in application package. Coz my file was returned because of a very minor but major error acc to CIC. You are on crucial point, near to the deadline, so don't waste time. Utilize it acc to document checklist and plz go thru instruction guide.
That's all what I know. Rest others can guide u properly
They know more stuff. But don't just sit and wait. Start doing other things meanwhile you wait for LMO
