I dont believe other guys from other departments would push their noses into the Immigration issues. as far as I know the Canadians , they dont go for writing things that can be written using a Pencil with a Pen.
and the most crucial story is there aren't enough jobs for these awaiting Pre Feb 2008 applicants so even if CIC approved the visas to these guys, they'd be unemployed after they reached in Canada. Canada has changed a lot since its Recession from Late 2007.
you missed out applying for 2nd time after June 2008. you had your NOC opened until June 2010.
not all applicants applied before June 2008 will have their files returned. only those whose files have not reached a selection decision by a VO. read my above post

absolutly, it is our faults for not sending many applications. I think half the problem is duplicate applications whcih are wasting time for us single time applicants.
Plus we are not all made of money. some people work for a living and sweat for every dollar.

I though believe that not more than 500 applied double applications.
CIC has a checking technique for checking double applications and I doubt they'd approve concurrent 2nd application of a same applicant whose 1st applicant got refused. Practically no single person can perform two types of duties being in the same Profession.
do you thing that the cic is going to change the noc this year , will the 500 cap limit still be there because i'm assuming after canceling 280 thousand applications they may increase or cancel the cap!!

I think the same as you do but again more NOC's without cap means again a mess for them which I believe they would not create again by any means. but this is for sure that this time who's gonna be on the list and whose not will be decided by the industry leaders as per their requirement in the job market.

on 4 April 2012 i did a case specific inquiry:
"Dear sir/madam: i have been waiting for more than 1 year since i have updated my file & about 6 years since i have submitted my application as FSW immigrant! when is it expected to proceed in the processing of my file? waiting your response & thanks for your cooperation:
their reply was:
"Dear Applicant,
Please note that CIC is working to closely manage arrivals in Canada, so that we meet, but do not exceed the immigration plan set by Parliament for the current year. Since we have larger inventories than limits within the immigration plan for admissions to Canada, we must stagger the issuance of visas throughout the year.
As a result, we cannot advise you when this case will be ready for finalization or when we will be in a position to communicate further requirements.
No further correspondence will be entered into until we are in a position to communicate a decision or further requirements."
immigration Canada is a bunch of assholes I am seriously thinking about packign and leaving asap this shitty place. I much prefer Lebanese assholes than Canadian immigration.
