Dear All,
I have done graduation from Delhi University through correspondence courses with 3rd division and also applied for P.R. to Canada. Would they treat me as graduate as I have already aeo from Canadian employer. I have done IELTS with 5.5 Bands overall. i.e. Speaking 6.5, Writing 5, Listening 5.5 and reading 5.5, would this also sufficient or I need to retake the test again. Kindly comments.

Being a graduate is different issue from having an AEO.
You are a graduate as long as the authority in your country recognizes the degree. This is for immigration points purposes.
Whether you have enough points or not doesn't just depend on your IELTS but overall points and whether it is at least 67 points. You would have to calculate your points for work experience, education, age, language ability, adaptability, etc and see if you got at least 67 or not.
Your experience for education seems correct based on the fact you have a recognized degree with at least 14 years of education of FULL TIME education or equivalent of it.
Your work experience, i dont know.
I presume you calculated your language point correctly.
Your age points are correct.
If You have a full-time job offer that has been approved by HRSDC and your employer has made an offer to give you a permanent job if your permanent resident visa is issued and you meet all required Canadian licensing or regulatory standards associated with the job, then you get 10 points.
I don't know how you calculated adaptability but sounds like you calculated it and got 9 points.
Then you would have 80 points. All i am doing is adding up your numbers. Whether you got the numbers correct or not, I cannot say.
I hv calculated 10 points of aeo (that is already approved by HRSDC, Canada) and have taken 4 points of spouse education as she is graduate (as per the law). Am I correct?
My question is would they consider my IELTS (Language) score as I have calculated i.e. 10 or they have made some standard that IELTS must be 6 band in each category and if you see I hv got 5 in writing. Would they give 2 scores to me or not?
One more suggestion is required would they are giving preference to the p.r. application with AEO or not?

Yes 10 points for AEO and 4 points for your wife's education provided she has at least the right amount of years of education.
The only rule about language is that you cannot get 1 points in more than two categories. I can't find the language points table, but there is no rule like you have to get 6 band in each category. If 5 band in writing is equal to 2 points then you get 2 points.
I don't think they give preference for someone with AEO but I don't know this for sure. If you have a choice of visa offices from which you can apply, make sure you choose the right one that is good for you in terms of time.
