Yes, PR card and passport can be duplicated for ID proofs as well. The children have health cards correct? If there is a signature on the back of the card, you could do "PR card + health card" or "passport + health card" as 2 pieces of ID since one must have a photo.

I was a bit confounded by this one. The instructions say driver's licence and medical card. In BC these are now the same card. So -- I am sending all of the following:
1) Bio page from US (paper) passport (has picture)
2) COPR
3) PR Card (has picture)
4) BC licence and medical combined card (has picture)
5) Visa sticker placed in my passport at the consulate in Buffalo 3 years ago
I think this more than covers it as well as other requirements
what about birth certificate. I know It is not containing Photo but can i use it as 2nd ID
the problem with mm child health insurance card that it will expire 2 weeks before the application and I do not want to send any id that is issued recently
