in Support documentation sections.... 2 pieces of personal identification for Kids below 10 years of age are mentioned. also mentioned that one of the 2 pieces of personal identification needs to have a picture.

1) Health cards ,SIN card , library card --- it does not have a Picture
2) any suggestion for other document which may have a picture ?

passport photocopy has picture but they have asked it as a separate item.

Any Suggestions ?

Should not be an issue. For my minor daughter, I had send copies of passport, COPR, birth certificate and PR as support documentation and everything processed smoothly.
 
If possible, go to your kid's school to obtain school record (the index page, which has your kid's pic). I did that. If you kid is not at school age, PR cad and passport are enough.
