I agree with Big Mike. Even 1 outstanding paper means you are not qualified (sorry i am not rude but this is ground reality). However, for your ACCA qualification just put a separate thread because i know it is very common in some countries where people do not join any institute and most of the time it is self study. Im also Indian CA plus CPA from US but i claim only 22 points as i got information from some of friends that Indian CA is consider as Bacheleor degree in canada so bcom plus CA FETCH us only 22 points even with my CPA (bcom +CA+CPA) I able to claim only 22 points

Makes sense to me. In my case, i have Bachelors’ degree (2 years) and the CA structure is slightly different to Indian CA. I completed 2 years full time study before joining audit firm for compulsory training of 4 years (i think training period in India is 3 years, correct me if i am wrong). In the training period of 4 years, i also passed 2 compulsory final stages and that is why i have claimed 25 Marks.
The key thing we should note that CA structure for each country is different however, it is applicant who has to proof to visa officer. i also involved my Institute who wrote a letter (specific for immigration) explained in detail about structure (all what i have mentioned above) and they have also mentioned that the Higher Education Commission of my country considers it as equivalent to Masters of Commerce.

Transcripts are kind of marksheets with few comments of officials. In North America transcripts are used for marksheets. I had also sent them transcripts from ICAI & DU in sealed envelopes. I know some people who have sent marksheets and not the transcripts.
Since, the documents requirements specifically ask for the transcripts in sealed envelopes, my advice is you should obtain the transcripts from institutions for use in case CHC asks. Both DU and ICAI normally takes 10-15 days in issuing transcripts. And, transcripts are needed even getting admission in CGA,CICA,CMA etc. so, obtain 2-3 copies for future use.

I think to qualify under 1111 one must have accounting degree or CISA with CIA. But I am not sure let us wait for others' comments on this issue.
