So far, the provinces that I have researched also have condition of job offer letter. Only Saskatchewan didn't have this condition but when this nomination opens/closes just don't come to know. Can you advice more on this PNP thing? Or share any other information you have to go about for this?
Have a look at manitoba and new brunswick. They both have streams without a job offer. You can see if you qualify for those.
If not, you just might have to wait until November or so, when Ontario's program should open back up.
Vurrently, it is a bit more difficult, as some PNP programs have already met their quota for 2016 so ther are fewer to choose from until they receive their new quota for 2017 and start issuing nominations again.
