What does it mean Eligibility Completed

I am Outland applicant. AOR was 9 AUG. Received FD on 17 Feb. PVO Montreal and SVO Sydney NS.

But I have still not received RFV/PPR whereas same VO or later applications did received. what could be the main reason and when to expect ?

There's no such thing as eligibility letter in Express Entry!

Wait for a few more weeks and then call IRCC to ask if they sent an email that you never received. Nothing to worry about here.

Read through the forum. This is a very very common thing to see. Your application isn't processed in a FIFO mode, comparing your application to others isn't helpful.

And, your application is likely pending either a final review and the case processing officer hasn't manually triggered your RFV/PPR yet.

When your application is completed, you are in a virtual-queue for issuance of PPR/RFV - this is designed to control in-flow of immigrants.

It is all okay. Nothing to worry about. Wait and your RFV/PPR will come through.

One thing I would like to mention upon calling IRCC, agent told me everything including security has been completed / passed. So I was just wondering if everything is complete and Final Decision showing in GC, still a final review can be pending ?

I haven't got COPR yet. only number is visible on tracker with expiry.
I don't know exact date but latest update on GCKey says Final Decision: March 7, we are processing you application.... something like that. I didn't get any ghost update for that as eligibility and background on GCKey is still "In process" state. When I checked tracker on March 7 everything was green. I didn't login on tracker everyday though. Last was March 3 then March 7.

Everything was Green on March 7th, but you only got Portal 1 last Thursday (April 10th)??? So approximately 1 month after they completed your background check

Yes, after 1 month I got p1 and p2. No idea when they complete background check though it was completed on March 7 on tracker. Still eligibility and background check is in process in GCKEY.
