I understand your frustration, but after you cleared all stages, did you get the final decision update? And thereafter, is your CoPR details visible in your tracker? These are conditions precedent before you receive an email PPR/RFV. It took almost 4weeks ( in my case) to get the final decision update in my GCKey after I cleared all stages.

From your GCMS notes, there's definitely no reason for the delay other than you just patiently have to wait, which can be very stressful. By observation it does look like IRCC have deliberately slowed down drastically on their processes which might be attributed to immigration cap for the year. Notice across various forum that more and more people are experiencing delays with receiving p1, p2 , eCoPR and PPR. I am in the same boat as you and the best advice will be to wait. You might find this thread helpful though.
