Hello, I am in the same boat.
We submitted my wife's living inside Canada declaration with mailing address and photograph on Feb 8th.
Still haven't received eCOPR.
Also sent them email on the email address mentioned in the first credentials email and raised a web form regarding the same.

Absolutely no relation.
some people got their ecopr after 1 or 2 days like uploaded photo Feb 10>> ecopr Feb 11 or Feb 21>>ecopr Feb 23.

may be depending on VO and the officer. Some are working hard, others not.

I know some applicants in Etobicoke received COPR within a few days, while some of my friends received it in almost a month. (The same VO).

I believe so but I read an article that Immigration dept would be working on Ukrainian application first.
