Yes you can travel outside Canada before receiving PR confirmation as long as you have valid travel document, I went to Cuba last Nov and I didn't have PR approval yet, CBSA asked me I said still on process that's it and entered without any questions.
Travel document replace your PR prior having PR but even after PR u will still use travel document as a passport.
Yes, I told them I’m waiting for my PR 30 months. Agent at Calgary was shocked and just smiled and he asked me how ling I was away what was the purpose to visit and if I visit any other country. That was all. They was very nice to me
It is disappointing how the processing of PR applications has slowed way down since January 2022. I am constantly asking for updates from friends and other cases I know, but no one has received any updates including myself since December. My processing has started in December, 2 cases in October and two in June and July, one in March and one in November 2021. All are stuck at either of the 3 steps. The third step being "Medical results have been received."
I suggest sending webforms and asking for GCMS notes. I will be waiting until the end of February and then ask for GCMS notes and send Webform.

Mine started in November and in December, they asked my husband, who is outside Canada, to fill forms, pay for Biometrics and send so many documents to prove relationship. Since he did that early in January, they only acknowledged and nothing else.
