Sorry I don't understand the meaning of 'local visa office detail,' but I'm based in Cameroon, Africa and we only have a Canadian consulate. I heard the Canadian office covering Cameroon is that of Senegal.

I called this number (888) 242-2100 when I hadn't received the portal credentials. Of course, I waited for 50 min on the line, but then my call was connected to an agent and she helped with the questions I had.
