Check again. I'm talking about the email with the subject "IRCC Permanent Residence Confirmation Portal – [APPLICATION#]".
It's the email address they used to send the PR Confirmation Portal email. The one with the attachment saying your application was approved. Just reply to that email.
I got call from visa officer ,I didn't get any email before, he call me then send me login details,,after I declare my self ,address and upload the photo ,he checked the photo , I take one hour to do all process ,he was on the phone help me to do everything ,

Can we delay in replying to 1st Portal email? Is there any time limit to reply to Portal 1 email?

This email address is dedicated solely to clients invited by IRCC to use the Permanent Residence (PR) Portal in order to be confirmed as permanent residents. You must be invited by IRCC in order to have an account created in the PR Portal.
IRCC will not be responding to requests or follow-ups if you did not received an invitation from IRCC

Have you called call centre? (If you are in Canada, you can try calling). Sometimes they give more detailed info than what you see online

Yes best time to call is early morning. They open at 8 am so if you dial at 7:59 you have a high chance to get through.

I emailed around 4 PM, got eCoPR around 8 AM the next day. Probably your office is busy, you'll get it don't worry.
