Sorry, I forgot you hadn’t received yet. I guess it doesn’t matter if it’s paid or not then, it’s in a queue. Some just posted they applied in early October and just got the notes the other day. But it probably also have to do with what office your case is at too, just like with the application itself.
Mine applied September 29, not received at all.
I'm Winnipeg applicant as well. My status tracker is the also saying in progress where everything is complete except citizenship. But ecas is where it shows decision made. What does your ecas show??

So strange I ordered mine on Nov 3rd and still haven't received mine. But then again IRCC doesn't make sense
I wrote a web form on November 19th and got a reply today, so everything is in a queue, and they will get to everything eventually
Here is an excerpt from the reply:
“we verified the information you provided and can confirm that your application to become a Canadian citizen (grant of citizenship) is still in process.
At this time, all required documents and information have been received by the responsible office.
Due to COVID-19, IRCC is experiencing processing delays and we can’t give accurate
processing times for most types of applications. We’re currently prioritizing applications from people who are exempt from travel restrictions.”

- your full name, date of birth, email address and telephone numbers
- your UCI or application number
Finally got an update via the portal on Jan 18 2022 to write the citizenship test between Jan 21 and Feb 11 2022.
No e-mail though yet.
