Most processing appears to be focused on 2019 and early 2020 applications, but I’ve seen September and October 2020 posts too. But I have my bets on everything being random. PPRs are released in batches apparently but no one knows how those batches are divided. All guesses are welcome.
I think it's random and based on the immigration officer assigned to the case or the visa office. Ideally they need to do it on a orderly first come first serve basis if the application isn't complicated but this is the government and nothing that governments do make sense to anyone including those who work for them
And then by Friday, I'm getting my that old Nigerian widow's fortune wired to my bank. They sounded pretty convincing when they mailed me that I'm the sole inheritor.....
