You can try one thing send an email to that same email address and add your info like UCI Number, Name, DOB and say I did not get credentials email it's been 10 days.

hi i am going to apply for paper based pr application and i have almost all documents but i would like to know how many forms i have to fill up and which number form? and most important thing is that i checked document checklist and there they asked me to sumbit birth certificate and national ids but i lost my birth certificate so what should i do? isit compulsory to sumbit birth certificate??

There's no maximum time as they have 23 months to complete your process. Be patient

Are you saying that the AOR can be possibly sent on the 23rd month and everything else would be completed on the same month.
