I got the medical passed message on Saturday and biometrics is not updated..how can I confirm myself that biometrics is done for my profile ( I gave the biometrics only last year)

UTC my friend UTC. Strange as it may sound, IRCC marks all its electronic messages in UTC. UTC (leaving aside the nerdy technical reasons) is basically GMT.
To be honest, there are only this much that I know. If you are stuck in a particular part, I can possibly tell you what to do. There are more senior folks here who have spent much more time than I do. @scylla has been around for much longer and knows more. So does @canuck78.
I am not very sure by what do you mean by "next steps". Since you have submitted your application and waiting for CIC to work, I don't know what else is there to do.
Lastly, If you are really stuck somewhere, consider consulting a qualified registered consultant or a lawyer. I know it is expensive but let me assure you it is money well spent.
That explain the BIL part.
So they will update your Biometrics once they reach the state when they need it. Basically your UCI is linked to your previous one. You do not need to provide BIL so they will bring it up once they put you through Background Checks. Your MEP will be updated once your application is near final decision.
