I think what people do is they apply from Canada and if they need to travel outside Canada then they just travel without informing IRCC and once you get the PPR you can submit your passport in India for stamping through VFS. I hope this helps!
It's not advisable to leave Canada without TRV if you want to return soon. People have done the same thing and they are still stuck in India for 6-8 months waiting for their PPR. If you are lucky you might get it soon but can't bet on it.

Should there be an extenuating circumstance (such as a death in the family or medical emergency) for which you can provide evidence, please come back to us and we will discuss alternative delivery options."

No timelines as such, since they are not processing by the date of application. People who applied in the last week of September and October are already getting PPR's while others are still waiting.
