I think it means the file is transferred to another VO. My representative said that "it is a good sign that the application is actively being processed".

It takes more time if application has been transferred. Mine was transferred to Etobicoke office.
Two months from Medical pass to Application received.
Two months from Application received to in process(ADR)
Two months from ADR to PAL
Two months from PAL to the No ID call for application approval.

I think that all of this “transfer” thing is just to waste time. Maybe not for any specific reason, maybe because they are backloged maybe to make our lives more miserable.
When my file was transferred in first GCMC notes it was “Eligibility” under reason for transfer. Then in my next gcms note (maybe couple months later” it was “Workflow distribution”. Then where you have officer review it clearly says: “ Reason for referral to our office - Not stated “
