You can not submit passport without Passport request letter. On this case, You can only submit your dad's passport as you received his PPR.

It's just matter of time if you applied both TRV at same time. It should be on its way. Maybe a week. You can also wait for another week to submit both passport together.

It’s so random, does anyone have any clue about if they are picking up the files. I see some who have applied on 18th Sep have got PPR..

I applied on 24-Aug and 15-Sep, both via GCKEY.. there is no update yet..
