This type of score will not help him get ITA from any province, especially Saskatchewan.
I will suggest him to try to get a result like this to qualify for Saskatchewan ITA:
Listening: 7.5
Reading: 6.5
Writing: 6.5
Speaking: 6.5

If he targets Express Entry he will need a better IELTS result like this (minimum):
Listening: 8
Reading: 7
Writing: 7
Speaking: 7

Your son can do the processing himself. But, if he wants to process his file with a consultant, make sure he has proper licensing from the Canadian Govt. Ask your consultant his RCIC Number. Follow the link to verify your consultant: https://iccrc-crcic.ca/find-a-professional/

Ok. If they are registered, how come they are misguiding you since 2013 or 2019? Anyway, that's why I didn't go for any consultant. Since everything is online, I found the process pretty easy. This forum helped me a lot to understand the processes. Also, the following government websites of Canada have enough information for Express Entry and SINP:
