It's only logical that they complete applications and reduce the backlog before doing another draw. Doesn't make any sense to invite more people if they are not going to process their applications. CECs are an exception.

IRCC may start FSW draw after implementing the new NOC system (spring 2022). I think the FSW applicants whose PR application is in process should not be worried much about their applications. Sooner or later, they get their application approved. Aspiring FSW workers may get some unpleasant surprises once the new NOC system comes into effect as their NOC might not be on the demand list once the new NOC system is implemented.
If you watched the video, it pretty much only affects skill level B. I also overreacted to this news yesterday lol. I don't fully understand the specifics but it seems like this will impact FST more than FSW.
