I had filed an RTI with HCI Ottawa about when police verification is carried out, they replied as follows:
Police Verification is requested in the following cases:
(a) Change in name and/or other personal particular excluding addresses
(b) Change in appearance
(c) Adverse Police Verification on old Passport or suppression of material information regarding old file/old Passport
(d) All re-issue cases where Police verification on old Passport shows as incomplete or ‘Data not available’ in the system.
(e) In case of double/ multiple passport
(f) Lost/ Full damaged/ photo damaged/ particulars tampered in passports
(g) Application is submitted more than 3 years after expiry of Passport;
(h) Travelled to India on EC;
(i) Court cases/ criminal proceedings are pending against the applicant and application is submitted along with undertaking as per GSR 570(E);
(j) Government Servants/ PSU employees et al, who produce prescribed “Prior Intimation Certification” (Annexure ‘H’) duly stamped/signed with date by their Departments/ Controlling authorities.
(k) Applicants from UTs of J&K and Ladakh if Passport application is submitted before expiry or within 3 years after expiry of passports
(l) Reissue of full validity Passport to applicant on attaining the age of 18 years provide no adverse information is found in the system.

Where did you apply? Passports are printed in Toronto and Vancouver only. If you applied in Ottawa, passports are printed in India which then takes 1-2 weeks to forward it to High commission
It could be possible that you have post police verification, or even without any police verification

PRIDE was implemented in 2013 i think (from news reports). It depends where your previous passport was issued, and whether or not the police report was uploaded online on their database, so i think if your passport was issued before 2013, your appn might enter police verification.
Also, since June 2020 (because of the Choksi case) all passport applications abroad have to now go through police verification which might happen before or after your police verification.
