We have not seen an FST specific program for a year. If they conduct it now it would be a waste of opportunity for FST applicants as some of them can get invitations through an all program draw as well. So it’s not reasonable

Not really. Take a look at the EE pool. A 2000 all program draw would have a cutoff in the 491+ range. So only about a 1/5th of these CECs would make it. All program draws don't make sense if they're less than 3000-3500 ITAs.

They cancelled all tourist visas last week, didn't they? Visitors have to apply again and the processing time is about 30 days, depending on your nationality. Can non-Americans cross the border between the US and Canada now?
Americans aside, I'm not convinced any tourist has set foot in Canada this year yet.

Yes, if they do 2000 FSW tomorrow or next week - it is really shitty news for FSW with less than 478 points. For us the best scenario - big FSW in two weeks

What I'm saying is only about 1/5th of CECs who got an ITA today would've gotten an ITA if it were a 2000 all program draw today. If there was an all program draw tomorrow, of course all CECs FSWs PNPs FSTs above the cutoff would've received their ITAs.

i think people are mistaken when they say IRCC invites candidates without thinking about the annual targets because of the landed and not landed difference. In my opinion, they only invite with a specific target in mind, which this year is 110k. Hence only 10K invites more they will do.
