They received my file on July 9th, 2020. I was able to speak to an agent today, and he said the file is still prospective and they haven't opened it yet. I was expecting it to be at least in some kind of process considering a few applicants from early July have started getting their receipt.

I don't think what the agent told you is relevant with getting AOR. Following the pattern I m pretty sure that by the end of the month you will get it, If not earlier.
Keep us posted!

Though the process is unpredictable, but I think they put application in processing at the time of sending AOR. We can guess this from
@Nikos1978 case because he couldn’t see anything on ECAS the day before Yesterday and his ATIP notes were also showing his application as a potential application but he got his AOR Yesterday. Hopefully we will receive it during this month
What will be next step after medical ?
Ur supposed to be at the end of tunnel, however u need to get to know if they are done with ur criminality and security check. If yes then expect a copr.

But the links mentions "testing a new online application for some permanent immigration programs" , so seems like this is still under testing phase

It doesn't matter its official and can be used and thats what ircc told me by phone and on Twitter.
By testing they mean they don't want to open it to everyone for the moment.

Only with AOR, no XEP is acceptable
How are you so sure about that? The XEP letter is an official reception of your application.

No the XEP is acceptable
Wow, long time I didn't post anything here.
I hope you are all well.
I personally take a vacation from all this stress, because it's unbearable.
No, XEP is a temporal number where IRCC is telling you that your application was received but you have to wait until checklist from an agent, once your documents are approved, they will send you an AOR and then, until this point, you officially started the process. To get an owp you must have AOR, no XEp
