Okay I was confused too but in that case from 20:50 she says that If they go with September 7 plans, than IRCC offices will change their priority for sure. Before that she says right now due to current traveling ban, we do not prioritize PR applications other than student visa and family reunion.

That is inline with the trend we already see. So its deliberate they are holding off on issuing any new PPRs.
